I have tried to launch the game from the Steam library and a desktop icon and I get the same error message.

What operating system do you use? When Steam gives you this message, I would say that something went wrong with installing. Please try reinstalling the game.

I have tried to reinstall the game several times and get the same message.
Is this a message from Steam, from Windows or from Java?
Is there an info file available in the game directory (Steam/SteamApps/commons/RisingWorld)?

i had the same issue.
i fixed it trough installing the three windows icons on the java site.
if you did it... the game will start

That's probably pretty useless. Of course you can see if you already have java x64, and if not installed, installDoes the error message look like this :
