Some blueprints cannot be rotated

I noticed that some blueprints cannot be rotated.Only move left-right,up and down.Others do.I look at the blueprint when I create it.Is there a special reason for this?

Yes, there is: blueprints which contain blocks cannot be rotated, only translated in block-sized steps, as blocks themselves cannot be rotated. If a blueprint does not contain any block, then it can be rotated.
