By pressing + and - you should be able to change the vertical position of your blueprint (it's necessary to "freeze" the blueprint first by pressing the left mouse button)Or do you mean something else?

I am sure it is something that *I* am doing incorrectly but I have tried several different ways to fix the issue without finding any real solution.
SOMETIMES... (and honestly that is the most annoying part, it's not all of the time)... when I attempt to place a blueprint the object hovers above the area that I wish to place it on. I can move the object up, turn it, etc etc... but for some reason it feels that the "floor" is about a block higher than it actually is. The only way that I have found that I can attempt to fix this is to break the blocks under where I wish to place the blueprints and then rebuilding the blocks under it once the object has been placed.
Any suggestions?

I THINK the problem here might be that your image varies so much from one side to another. You have too much light on one side and dark on the other. When you butt them together the contrast is pretty obvious. I don't know that there is anything that can be done for that beyond using a different image however.
