Righthanded of the word "Smileys" you can click on the word ("Dateianhänge" in German language), then the button to upload files appears below of it.
Of course this requires that you save your screenshot as file somewhere before
I use attachments button for screen and bp's
it do an upload from your pc's folder -
it is in share on blueprints page
