Adding Plugins to public server

Hello i wonder if i can get some help. New to this and am trying to add plugins to a pingperfect server. I created the plugin folder and thus far none of my plugins are registering on the server. I tried gps plugins and pnb to test it out.

Thank you i went back and found the plugin folder that was originally created automatically and placed the plugins there still wont work.

Sorry yes working on the java version of the game.
