Area Permission suddenly stopped working

Restarting the Server did not help. Unable to get the menu to show the proper permissions. It picks some random 3 with one being no permissions. It no longer shows owner or admin rights.

Solved this was a corrupted permissions file that was edited online and not moved to a separate computer and edited with generic editor.
