Das müsstest du mit Gruppen und Rechten Regeln.
Du solltest midestens eine Gast-Gruppe und eine Spieler-Gruppe haben.
Den Gast kannst du dann Stark einschrenken.
Um sicher zu Stellen das jeder neue Spieler, zuerst in die Gast-Gruppe kommt, musst du in der server.example.properties, den Parameter Permissions_DefaultNewPlayerPermissionGroup=Gast-Gruppe
