A player gets kicked for Illegal state limit. From what I have read it is an anti-cheat mechanism. Should I alter the setting in server.properties or will that make us less "safe".
Illegal state limit should I be worried.

Illegal states occur when the server receives implausible messages from the client - it's not automatically cheating, but can also occur due to bugs. You can increase the limit without any problems, it's not less safe (since the implausible actions still won't be processed)
