The problem with your suggestion is that Rising World isn't just a fantasy / medieval / Old World themed game, It's more of a create your own adventure sandbox. It's much better to be given the tools (customizable NPCs), etc. so we have the ability to build our own towns, etc. that fit the theme of the world we're playing on. Sure a lot of worlds people create are more old world / fantasy themed, but there are also plenty of regional, modern, futuristic, etc. worlds that people create as well fantasy / old world objects, etc. wouldn't fit in.
Red51 has done well to keep it as neutral as possible by giving so many different options and that's one of the things that really stands out about the game and it'd be a shame for that to be diluted / lost.

Now with all that said, I do think this is one area where mods / plug-ins could be a great option. That could be a way to add village, etc. generation into a specific world. For example there could be a set of mods / plug-ins that when you create a specified world type it auto generates a fantasy village, or a modern one, etc. That way it maintains the open create your own sandbox of the base game, but also gives options for those that want to discover auto generated villages, etc.

I do agree 100% with Cursed. This 'game' is more a framework to build your own game. You got the basics and the game itself is playable but it's the creativity of the serverowners, mod-developers and members that makes you create an entire new world with it's own rules. It could be a fantasy, (even) prehistoric or a futuristic world, etc... The objects in this base game has to be seen as placeholders. Wat really counts is the underlying mechanics and the possibility to freely create the necessary mods for it.
A lot of people ask for additions, represented by certain objects. For example movebable structures and certain mechanics. On one of the RW servers I already saw a 'working' windmill; well the wind blades were moving but it didn't connected to something (yet). With the progression of RW to version 1.0 and beyond more will come. Patience is key and a good virtue 
This is in short how i see this game. And that's the big difference with traditional games. The only thing i wish is that people try to "forget" Minecraft or better stopping refering to other games for ideas or what things have to be in the game. It's not a predefined game, not a platform game, not a game with a story ... thankfully. And yet it's all that, depending on your own imagination
