that does seem weird. try using the makeadmin command close the server and check the file again and see what id it adds?
When starting the dedicated server, this is the internal Steam ID of the server that was assigned to the server by Steam. If the server has no Steam ID (i.e. ID 0), the SteamID64 base number is printed (which is 76561197960265728).
You can ignore this output 
It's not related to the Steam ID of your account or the admin settings.
