World Protection, I'm having trouble getting it to work.

Good afternoon everyone, I'm having trouble getting world protection to work correctly. I've configured everything, players can buy land claims and build, but they can't place their tent on a random map to sleep in; they have to choose a new claim every time. Am I doing something wrong on my server, or is this how the new world protection is supposed to work?
