Steam network went down _Rising world wont work in offline mode

Today steam went down, Switched to offline mode . Rising world would not work ,said it could not connect to steam (Because it is down ) Game would not start .

if that happened again

change
server_hive_verification=true
to
server_hive_verification=false

then it will work fine
