I want to know if a texture pack can be put on a server, not only on client, so players automatically download when visiting this server.

no its impossible. and the players can`t download textures/ texture packs, because if dou do that, you are publishing the source code and this isnt legacy^^

I have to disagree:
1. No, it is not impossible. It is not that complex to realize, but it needs some time and ressources, which are needed for other things at the moment.
2. As mod, yeah. As lua script, maybe we get some functions to request something like this, as gameplay feature of course it would be awesome :D. -
we are talking about the functions at the MOMENT, not about the functions in about 30 jears
