What do you mean exactly?where to is the yellow line?
The yellow line indicates the allocated memory (the red line - on the other hand - is the amount of used memory)

It should look like this (if you want to assign 15 GB): java -Xmx15g -jar server.jar
Alternatively you can use the startscript for Windows (win_startscript.bat) or Linux (linux_startscript.sh), then you can specify the "server_memory" setting (mb) in the server.properties file
