the file "Level1.permissions" is in the Groups Folder.

Please upload the file directly ("Attachments" right under the reply field), otherwise the indenting gets lost (which is quite important)
Rule of thumb: If a group file is erroneous, you will see an error message in the server output (when starting the server).

It's basically just a minor error (but YAML takes this very seriously): The indenting in line 12 is wrong, you have to indent the debuglight: false line

It's only stupid if you don't learn from it. Here this might help.
http://www.yamllint.com/ It "should" vallidate" the yaml to make sure syntax is good.
