an error occurred while updating rising world (content file locked)

This is a Steam error which occurs when the access to the game files is restricted. In most cases this is caused by antivirus programs, especially Avast seems to be responsible for that lately. What antivirus program do you use exactly? Disabling it temporarily might do the trick.
Sometimes restarting the computer may also solve this issue.
