Was wondering If it were possible for a mod dev for rising world to make a Nuclear Bomb mod with a realistic explosion and mushroom cloud?

no it is not possible to add custom models with animations at this time. Also mod support is not released yet only plugins are possible at this time. When it becomes possible I am sure someone will create something like that though don't expect to find it available in most MP servers.
