With blueprints you can currently only rotate them (if they have blocks in 90 degree intervals, if they don't have blocks in down to 1 degree intervals)

ah ok so:
- select the blueprint
- click once to fix the blueprint in place
- use Arrow keys and PgUp/PgDn to move blueprint, use Shift + Arrow keys to rotate it
- click again to place blueprint
