Can F2 be disabled on a dedicated server?

I was not aware that this was on be default and is seems pretty cheesy at this point. Now, I am admin but it seems from what I have read that standard players can use this while playing as well. Can this be disabled and if so, how can it be done?

Thank you. I assume since I am the admin on the server, based on that file, I would have flying unless I turn it to false then?
