Is it just me or does the editnpc command no longer work? The mouse clicks don't seem to register?

editnpcclothes seems to strip the npc too

Sorry for the late response!
Actually there is indeed a small issue with the edit npc window: there is another (invisible) ui element which prevents you from using certain parts of the edit window. We will fix that with the next update 
In the meantime, just move the edit window to another position, then you can fully use it again 
About the editnpcclothes command: Unfortunately we don't have a UI for that command, so you have to provide the clothes you want to give to the npc as arguments. E.g. editnpcclothes tux_jacket tux_pants tux_shoes. If you provide no arguments, you remove all clothes from the npc^^
