I get 5 on multiplayer.
My server gets 55 where I rent a server for Java.
Where I asked him "Where is my server." - 
I don't know.
Can you tell me why there is a different server count?
Have you got any filters selected?
I would leave plugins/mods on. Almost every server has at least one plugin of some description (at the baseline I would expect some kind of area protection plugin).
Reading between the lines here, am I right to understand that your server is not showing up?
When I have Plugins/Mods on - It doesn't show up.
When I have Plugins/Mods off - It does show up.

You could try the alphabetical order and save your server under Favorites.
