Tool doing wrong job-scythe with new update

After search some time, I found Iron. One of the tools I made was Scythe. I start using it clear the tall grass but it raised a large area with every swing. I thought I was cutting grass but was raising the ground, I could use a pick to mine it down.

Also the sickle does the same thing on grass. On plants, so far look like no issues.
