I cannot find the weather vane

You can find the weathervane under Furnishings and then Other on the workbench.

If you can't find a particular crafting recipe, you can also use the search bar at the top of the crafting menu
If you move the cursor over the item then, a tooltip will show up containing the category where the item is located
