Kind of a stupid question, but if I cut down a large area of trees in a forest and build a lookout tower for bandits will they not spawn in the area I cut down the trees? And will they spawn if I replant only some trees?

No, they spawn only on unmodified chunks. Unmodified chunk is a chunk where you don't do anything (except killing animals/npcs). If cut a tree, pick a rock, destroy terrain, etc the chunk is modified, stored in db and here no longer spawn npc, including bandits! A chunk have size of 32x32 with 64 height. You can use a console command to show chunk borders.
So, if you chop entire forest, no longer bandits spawn here.
But we have hope next update will contain new console command resetchunk to aid to reclaim modified chunk as unmodified one and npc start spawning again ...

Anytime you modify a chunk (32x32 blocks) NPCs won’t spawn in that chunk. Modifying means raking ground, cutting tree down, digging or placing blocks.
-
They won't spawn in that chunk but may wander there from other, unmodified, chunks

Could you edit the db file?

I think it’s easier than that. I believe there is a console command to reset a chunk.

yes. open console with the tilde key ^
then: resetchunk
if you start typing, you will get suggestions and find the command easily.
but beware - it will delete everything in that chunk and reset it to default. -

not yet this command. we hope red introduce in next udate. now you can only reset whole sector, not just a single chunk.

No. In definition you can change some data, but to spawn occur still need a unmodified chunk!

I did edit chunks under Definitions.db file. I deleted all the modified chunks. Of course as expected they were all back to normal. I made a backup before I did this too!
