Every time i try to access the manual from steam, i get a dialog asking for a wiki username and password. Can anybody help me? And how do i use element resizing?

You can resize elements with SHIFT + arrow up, left, right and down.

There is no manual at Steam, there is a really good beginners guide under client help. Not sure what you mean by element resizing, but there is also a good guide there for extended construction that tells you how to resize the materials . There's an old wiki at http://rising-world.wikia.com/wiki/Rising_World_Wikia which can help too. I think this is eventually going to be migrated into the wiki link in this domain which is unavailable at the moment.
