How to open command control in survival mode ?
~ or ^ or / or ' does not work.

Hm could be another key.
Open your config properties in steam - steamapps - common - RisingWorld
input_console=KEY_GRAVE (Standard, German keyboard)
There you can change your key.
The console almost always opens with the key next to 1 and below Esc, no matter your keyboard layout. Unless you have changed it in the key bindings.
Depending on your keyboard layout that key is either the grave/tilde key (`/~) or the caret key (^).
There have been some cases of apple keyboards having that key on a different location but then just look for the symbols I detailed above on your keyboard.
