Unfortunately the beta update isn't available for the servers yet. Probably it will be available in 8-12 hours

The (preview) server files are available in the beta branch of the Steam dedicated server now It's the "0.9-update - preview" branch.
Alternatively here is a direct download link: https://download.rising-world.…017/server0.9-preview.zip
However, this isn't the stable update yet, probably that will be ready in 1-2 days
Basically the "-beta <betaname>" should work, so in this case it should be -beta 0.9-update. Never worked with beta branches through SteamCMD though...
