In the Unity version there is still no world generation and therefore actually no biomes. Thus, generating your own world is not yet possible. But where the water comes later, you have enough flat surface.

As lenko mentioned, unfortunately you cannot change the world type atm... however, there is plenty of flat land available around the initial spawn mountain (for example, type "goto 0 0 0" into console to get to such a location)

I guess you also use the creative tools? if you REALY want to try a flat world (area)
