I have the permissions of guest for guests and owner for owner. Jimbow sent me the way he uses permissions on his server and they seem to be working just fine except for a couple bugs.
Bugs? Most often, it's missing or incorrect information in the permissions. The problem with blueprints in question is that there's no entry in the guest permissions that prohibits them.
Quite the opposite; the default permissions you're using (probably PVE.json), which the game then uses, allow them. All entries there are set to "true."

you have to be in creative mode to use f9 area tools.
What does F9 protect? I am trying to stop people from stealing my chickens . The server is PVP for fighting.
I have F9 setup and people cannot destroy anything. If they hit NPC's I made like cows,dummies "chickens" they get the message "PVE is not allowed on this server,The NPCs are locked and invincible they are also very aggressive but when lasso the cows and dummies and run off with them they dont fight back!! If a person gets into the pen with aggressive chickens the chickens will attack.
