So I was creating some custom blueprints and accidently dropped block, which fell through ground. When I flew after it - I saw this fly swarm. What is it? And can it be spawned in game?

It's a dev test / easter egg area and no it can't currently be spawned in.
There are several little areas of special interest that people have found.
There's one dubbed the hole to hell which is literally just a giant hole all the way down to the hell level. -
