Please check the worldname in the server.properties file: It looks like there is a space at the end of the worldname "Wally World ", that's why the game cannot find the according file "Wally World .db"
Ok, I'll check that and see.
EDIT-- Seemed to go a bit better. Took out the Space at the end of the Name, and was able to Join.
But as you can see a few WARNINGS about CreateDir Worlds ? Whats this ?
Having Admin Commands like teleport players and assign area etc, how do i go about that ?

Maybe a firewall or antivirus program blocking the connection? Or another program which already uses one of the required ports? You could upload a serverlog here, you find the logs in the "Logs" subfolder of your server directory (steamversion: Steam/steamapps/common/RisingWorldDedicatedServer)
What message do you get when connecting goes wrong?
Not sure but it seems that the game cannot establish an UDP connection to the server. Where do you run the server? Did you rent it, or do you run it at home?
Everything seems to be fine in the properties file. Maybe try to use another port (make sure that the range port-1 to port+4 TCP and UDP is not blocked), just to make sure there are no interferences with other programs?
You said you was able to join the server previously? What did you change before it didn't work anymore?
Maybe a hardware firewall blocking the connection? As mentioned it seems that an UDP is causing the problem.

You can either execute the server.jar with your own arguments (e.g. memory allocation etc), or run the win_startscript.bat

yes ive been told this by a lot of users over the years but most turn out that they did not open the ports on there modem oO thats why i always ask also the line you posted shows the ports are open in windows firewall it does not show you have gone into your modem setup and opened the ports there also when you connected that time to your server you are using lan not wan so when lan is used no need to open ports it will connect

Both these ports open on Inbound and Outbound ? Is this Correct ,
now with the admin tool you should have 4253 to 4259 TCP and UDP open so all ports from 4253 to 4259 this setting needs to be open in your virtual server setting in your modem settings not your windows firewall
