Not sure if this should be here, server, or LUA? But give the Server Owners the ability to "SALT" (add ores to the mines) so people can find more Ore in one place.

At least the overall spawnrate of ores will be adjustable in the server.properties in the future. Changing ore spawn frequency during runtime is not possible unfortunately.
If you want to have more ores in a certain area only, you have to put them there manually. That will be possible with the upcoming creative mode

With world edit it is very simple to make ore vanes /we select mark LINE deep into the ground then /we fill iron. Or whatever ore you want
