Little tutorial how to build a wheel.
English is not my native laguage, but I hope this tutorial can help a little. 
You need:
Woodplanks Id you want.
Woodbeams for the mature
Setr in the console means: low = 45° to veryhigh = 1°
Be aware that your enter key is not in use when you start the rotataion.
You need the enter key to fix the woodbeams after that.

Sorry to trouble you but I'm having problems trying to make a wheel.
I understand the setr and have set that up in the console. I can rotate using the [PgUp] and [PgDn] keys. with the increment set.
But I seem to be missing a keystroke.
I can't get multiple placed objects as shown in your video.
If I press return or Right Mouse Button between the rotate key I just get the beam or plank stacked not level, see below.
You forgot the grid. Use the grid with the maxiumum setting, use "g" and change the size with +/-.
I think it'll work now.
In the meantime I'm only using woodbeams for wheels. Its a bit easier to fix other woodbeams for rim I think.
And this is no trouble at all.

You can make cylinders, i. e. columns with the same system by turning woodbeams all aroung. Height as desired.
