Hello,
I have run this game well in the past. I had not played it for a few months and now I have returned and the game doesn't allow me to get past the main menu.
The logo cycles through and then the menu opens normally, but no buttons can be clicked. I have to exit via the task manager since I can't even click "quit". I checked the cache, uninstalled and reinstalled to no avail. 
Could you try upgrading your video driver and your java installation?
If you can't click any buttons, it sounds like a DPI scaling issue. Please try this: Go to your game directory (steamversion: rightclick on rw in steam -> properties -> local files -> browse local files), rightclick on the "risingworldx64.exe", select "Properties", go to the "Compatibility" tab and check the "Disable display scaling on high DPI settings" box. Confirm the changes, and try to start the game again.
