Are you working with blocks or planks/beams/logs?
did you check if the key binding is set? Maybe it got accidentally removed 
Also are you pressing Rshift together with the other buttons? Else it will not work.
I use the arrow keys, up and down to move, insert key for jump, Lshift for sprint, left arrow key for interact.
When I go into build mode I change the keys to w and s to move, the e to interact, q to sprint, and r to jump.
Side step keys are never changed.
So I'm always changing my keys. One thing I noticed is when I hit the minus and plus keys they weren't doing anything.
I went into the advanced settings and set them up. Then they worked like they should.
I would suggest trying to set the keys in advanced settings to see if any keys are conflicting with your key setup.
Another thing I noticed is the key settings are red when I have them set for normal play and when I change them for build mode they turn grey.
When you click settings and control, iin the control screen there are 2 words near the top of the screen, general and placement.
Click on placement and it takes you to another screen with more settings.
Don't you have to put the plank-beam placement into "Manual Placement" (R-Ctrl) before any of the placement movement keys will work?

+/- are for fixing a wooden beam/plank/log with R-CTRL and then to move it up- /downwards, to move a blueprint up/down or to chance the size of the grid, for nothing else.

How can you ever build? If you are not left-handed better to use the l-shift, so you can change the size with 2 hands, which is
much more convenient.

@Deirdre I was trying to change size of the grid and the keys weren't changing it.I had to set the plus and minus keys in the grid (scale up/down) under the placement settings. The game was seeing my plus key as equals because I have to hold the shift key if I want to type a plus. I can't recall what keys the game thought was my minus key.
@littlecats I hope it works fine now. With problems in the future you can look at the game config properties to see which keys are used.

I think the movement keys can be re-mapped. What @Deirdre was getting at was moving your movement bindings to the wasd keys might fix the problem. I have never used right shift to resize stuff, I always use left, so I don't know if they function the same.

I've tried both...resize just doesn't seem to work..
I've pressed the key reset button and that doesn't reset the key settings to original.
That's strange! Have you tried it with a different keyboard? It must be a hardware problem if you have reset the controls...
