Is that when you're connecting to a server, or does it kick you from a server with that message?

It can have different reasons. It can be a problem with the server, or a problem with your internet connection, or another clientside error. Is there an errorlog file available in your game directory (steamversion: steam/steamapps/commons/risingworld)?

If other users have the same problem on that server, it may be a serverside error. Where is the server running? On your home computer, or do you have a dedicated server?

dedicated is hosted on a server you pay for.
