When I fish, I don't only think of fish, but you could also pull other things out of the water with a magnet or hook. So old tires or coins, even a boot would work.

Your river is too shallow. It should be 4 steps deep from the surface down (with the grid). Then the fish will also bite.

kluge60 said 4 steps deep. that should be 4 blocks deep. there are no "meters" in this game. try at one spot to make it more deep and not only make it more deep but also fill this gap with water and try if fishing works now.

Only requirement for fishing is that the water has a depth of at least 3 blocks. The deeper the water, the better.
Having baits (earthworms) in your inventory also greatly reduces the time it takes to catch a fish.
In addition to that, the weather and time of day plays a role (there is a higher chance to catch fish in the morning [between 7 and 10 am] and evening [between 7 and 8 pm] and while it's raining).
