Cannot spawn rowboat or sailboat

Is it even possible to spawn a ship as a whole? The ship consists of several kit parts. Never tried it but would be interesting.

You can spawn vehicles by using the spawnvehicle console command, e.g. spawnvehicle rowboat to spawn the rowboat, spawnvehicle sailboat to spawn the sailing boat or spawnvehicle rib to spawn the inflatable boat

The permissions I use to build boats seems to be not working. They show up in the crafting window, but are unable to build them. As an admin, I also am not able to build them even with all "true" permissions.

only from the command prompt. But players do not get the option to build them. The three boats are there on the left, but nothing on the right
