you are the bomb! A master of plugins and a kind person helping idiots like me to try and improve their server. It works great! However, I guess my "aggressive" NPCs are still non aggressive. I was hoping they would attack me on site but did not. I went into the editnpc mode and set the behavior as "aggressive" and in "Pve" mode still no one wanting to attack me.

That sounds like a "peaceful" mode for the world. Check the properties to see if it's set to true.
Sadly, you can only set this for the entire world and can't deviate from it in individual areas. No idea if it's technically possible; I suggested it.
I think I know what is wrong. You both are right, I am/was in gm 1. As an admin/owner, I thought that the admin permissions were kind of like a "god mode" where you could do anything while in gm 0. The thing I am worried about is if I go into the console and do gm 1, will the other players get to do creative? or just me.

Entweder in den Gruppenrechten, oder du hast Permissions_AdminsFullPermissions=True in der ..\RisingWorldDedicatedServer\server.properties Aktiv, dann wirst du auch nicht angegriffen.

Either in the group right, or you got Permissions_AdminsFullPermissions=True in the ..\RisingWorldDedicatedServer\server.properties is Active, then you will not be attacked, too.
