I may of put in a higher number for animals and bandits than I should of now I am being over ran!!!!!
Is there a console command to "cut" the herd and maybe spawn a reasonable amount?

Open console
Search for a key word. I think it's killall or kill npc
Something like that. It should show you some options and what those commands do.
Spawnrate is in the settings

you can delete them you dont have to kill them.

There is a deletenpc command (to delete a single npc, i.e the one you're looking at) and also a deletenpcs command to delete all npcs, optionally you can provide an npc type (name) and a radius. If you don't provide these parameter, the game will delete all npcs in the world
