you give a Player a New Group

if you remove the group files from the server and set in server.properties the newplayergroup=NOTHING (literally nothing not the word nothing) then noone should be getting any groups anymore. For the people who already were in groups you need to run this command when they are online "setplayergroup PlayerName NOTHING" (again literally nothing not the word)

That was what i did I removed all groups files and when in and did "setplayergroup PlayerName NOTHING" , but the console said the player already was in that group but in chat it said [Guest] in front of the name...
in front of the name? did it also say it in the TAB window?
then they are not in a perm group and should be able to do anything they want on the server. Are you playing in LAN mode with friends or in an actual server because that shouldn't normally happen.
What do you mean with "removed all groups"? Do you mean that you deleted the permission files? Did you restart the server after deleting the files? Even if the player remains in a group which doesn't exist anymore, this group should not have an influence on the chat or any other player permissions

Yes I have deleted all the files, and restarted.

Hmm... I'm not sure if one of these plugins modify the chat output... you could try to unload the plugins by typing "unloadplugins" into console and see if the chat name still has the "Guest" prefix (type "reloadplugins" to reload the plugins or better restart the server).
Alternatively you could send me a log file of the server, either post it here or send it via PM 
You can find the log files in the "Logs" folder in the server directory.
have you changed your default group name in the server.properties file? have you checked the world.db file manually to see what is really marked in the world data base as to what group they are in?

I checke dthe DB now and all it said guest so i removed the ranks there and the newplayer-group= is blank- So hopefully this will fix it
