Unfortunately there is indeed no setting to change stamina consumption... you can only disable it entirely, as mentioned by SonoBionda . But as mentioned by james1bow , the API provides methods to change the max player stamina, so it's possible to achieve that with a plugin

However, maybe I could also add a setting for servers to change the total amount of stamina.

Just to add to what is already being said, on my server I’ve got no hunger/thirst/stamina while in a claim which I’ve set via “area permissions”.
