yes, they also spawn in your World.

Yes. In unchanged chunks they will spawn
Blueprints and seeds are actually a blessing after updates, since you can transfer buildings to same place in same map seed after update and play with completely updated map.

no need for that, usually. i.e. poi will spawn in unchangd chunks. as long as you didn´t mine, chop tree, built something, etc. it will still be available in your current map. or you can use a console command to reset the chunk

Thats the thing. I dont want part of the world to be updated. I want to have new stuff right at spawn.

if you open the console youc an start typing and it will suggest you possible commands.
i think it should be "reset chunk" or something like that. See for yourself please, im not entirely sure about the exact command phrase.
But beware! If there is anything you have built in the chunk, it will be gone.
